Background
The Philippines
Department of Tourism (DOT) requested
the Canadian Urban Institute
(CUI) to share its knowledge on tourism planning
among tourism stakeholders in the Western Visayas
region in central Philippines. DOT has noted CUI
to have produced a Strategic Tourism Planning
Manual.
Thus, the Western Visayas Tourism Summit was
held on 9-10 February. Organized by the DOT in
cooperation with CUI and the Regional
Development Council (RDC), it drew together
participants from local government units, national
government agencies, academe, non-government organizations
and people’s organizations, among others.
The two-day gathering produced a draft tourism
action plan for Western Visayas.

Tourism Action Plan 2010 Competition
The Competition
The purpose of this plan competition
was to encourage and motivate stakeholders develop
an appropriate tourism action plan 2010 for Western
Visayas, given the region’s development
context, resources, human capacities and political
circumstances. The competition format for the
preparation of the tourism action plan was intended
to simulate the real-world process of planning
tourism development and promotion. The quality
of the idea, the strength of a good team, and
the network of stakeholders in the region and
the clarity and persuasiveness of the written
action plan, all influence the tourism development
in the region.
A tourism action plan defines the
‘who, what, where, when and how” of
making tourism happen in Western Visayas. It provides
a framework for local and national governments,
business sector and non-government organizations
to analyze tourism resources and concerns and
to encourage development and promotion of tourism
in WV.
Weeks before the summit, the provinces
and cities were asked to come up with their individual
tourism action plans. A consolidated inputs were
completed, a copy of which is provided as part
the summit handouts. From these consolidated inputs,
each group shall develop a draft regional tourism
action plan for Western Visayas.
The various tourism action plans
served as inputs in the preparation of the draft
Western Visayas Tourism Action Plan 2010.
The Output
The main intent and output of the
workshop/competition was to assist the Regional
Development Council come up with a Western Visayas
Regional Tourism Action Plan 2010 in order to
enhance the tourism industry of the region.
The main inputs for the preparation of the regional
tourism action plan are the individual provincial/city
tourism action plans prepared by the local governments.
