The Canada-Philippines Partnership Project for Good Urban Governance is a four-phase initiative funded by the Canadian International Development Agency (CIDA) under the International Partnership Program for Good Urban Governance that supports the Philippines' continued thrust towards decentralization of power to local authorities and empowerment of communities in local decision-making, as set forth in the 1991 Local Government Code.

Networking of development knowledge is an integral part of the CUI’s programming. This process plays a fundamental role in building, sustaining and improving the effectiveness of urban governance initiatives incorporating both learning and sharing components. In terms of learning, it provides a mechanism for CUI to inform and improve its international development work through awareness of the experiences of others. And in terms of sharing, it provides a vehicle for CUI to analyze its international development experiences and allow others to learn from them.

A formula to upgrade slums

Iloilo City, a bustling metropolis in central Philippines, is home to 72,200 households. But 22 percent of the said figure does not have a home to call their own. Like any other cities in Asia, Iloilo City has slum dwellers. A decade ago, houses on stilts could be seen along the river that snakes through it until they were demolished to give way to development. And often, those demolitions turned bloody as slum families have put up resistance even if they were promised relocation sites.
